I would second the idea of building, or buying second hand, horn loaded speaker systems such as Bill's. Whilst the cabinets may be a little larger than front loaded systems, they will still be cheap to build (especially using smaller drivers such as Bill's designs do) and will not require large expensive power amps to drive them. With front loaded speakers, your proposed behringer would probably NOT have enough power for your needs.

I would also recommend reconsidering the powered mixer too, as this configuration severely limits chances of simple upgrades later on. Would suggest you look for second hand A&H Mixwizard desk and a power amp.
