With a bit of luck and patience you might find a Klark Teknik DN410 for that kind of money.
I've seen them for anything from $300 to $1000 s/h, they are/were about $2k new.

I am watching all current KT DN401's, thanks. I see there is alot of White for sale now cmpared to a couple years ago. Are these worth looking into..? & what ones to look for if a good one can be had for 200 or less. I suspect the LC filter models, but they have so many, passive only, active, etc..
J & G
AFAIK White eq are of the graphic (fixed freq.) type and their passives only allow for cut, not boost.
Don't know if these are worth looking into, you asked for parametrics.
Also you said you need it for experiments with horn speakers IMO you'd be better off with a good, clean parametric. And when it comes to 'clean' two makers come to my mind immediately: Klark Teknik and GMLabs. And while a s/h KT might be within reach of your budget GMLabs ones are most certainly not, they are very expensive indeed!
BTW GMLabs is owned by George Massenburg, the guy who 'invented' the parametric eq!
George himself is also an excellent recording engineer, producer, lecturer, designer and manufacturer of some of the best analog and digital signal processors and activist when it comes to sound quality. One of the all-time greats when it comes to all things audio related!
GMLabs share a production facility with ManleyLabs, no tubes in GM gear though.
Yep, I need a Parametric. I thought certain White's were, now I know & will concentrate on the KT DN410, I actually have allready bid on one.
Thanks J & G
The GML story is fasinating & learned something for sure.
I have two Furman PQ 6 parametric equalizers that I'm no longer using. This is a stereo 3 band model so one is all you would need. They are very quiet and clean, rack mountable with black fronts and 1/4 inch phono jacks for in and out. I suppose it would be very easy to substitute RCAs in the high level input and output as the holes are the same size for RCA.
I am within your price range. Frankly, this is pro gear and I never considered posting it here.
