Would this amp be good for powering woofers in a bi-amp home audio set up ?
Anyone knows what company makes these ?
At $199 it looks like a good deal .

Radio Shack is made by Tandy Corporation. It is all junk. No exceptions. If you ever managed to extract 250 watts rms from this unit it would be a modern day miracle and it would be followed immediately by a melt-down.
Behringer gear is only marginally better and not suited for any kind of hi-fi home use unless all you are after is volume.
I suggest you venture onto Audiogon or Craig's List and buy something half decent. It will pay huge dividends with regards to dependability and sonic quality. Subs need clean power with lots of overhead to keep them controlled and enable them to extend below 40 hz.
Shop around. You get what you pay for.
Well, that's not much less than I paid for a Behringer EP-2500 used. Maybe I was lucky, but that got me about 650 watts RMS/channel into 4 ohms. The Rat Shack is "250 watts"; and that's ~mono~ power bridged into 8 ohms, measured 20 Hz to 20 kHz. Not enormously great value for money. You'd be better off to use a yard sale stereo amp and save that $200 to put towards a real amp of some kind.
Troll the music stores and pawn shops, watch Craigslist and any local classified ad papers. Maybe set up a saved search on eBay to warn you of any power amps being auctioned within pickup distance; if you can avoid shipping costs, that will save you a significant amount. Check out thrift stores too. I was quite happy with a Peavey PV8.5C amp; not too noisy, and around 425 watts/4 ohms per channel. Those don't seem to fetch very much on eBay, if you can find one local.
Another thought: go with a chip amp, like the LM3886. They can be bridged, and paralleled for more power. They're very cheap, well-protected, and apparently sound very good. The only gotcha is coming up with an appropriate power supply, but salvaging transformers and caps from broken stereo receivers or amps could be the answer.

These are made in China ? With a 30 day return policy I might give them a try . There's nothing to lose . They might be a real sleeper . I found just a few reviews but they have been all positive .
dont bother with the RS amp, buy a Behringer. it is a QSC design under the hood. Much much better amp then the RS and the same price or less used.
