Is it fairly new? Hopefully you can send it back for a refund or get it replaced.
The only other suggestion, and it wouldn't be worth it unless you have such a program, is a file shredding/data wiping program (eg, a program that will write to the entire "drive" multiple times to thwart data recovery). I'm about to do that -- if diskchecker doesn't work -- on two hard drives that are giving Windows and my cloning software problems. The discs won't format via Windows or Acronis, but both actually boot up and run like nothing's wrong. Can you believe that shit! The drives are meaningless, but it just pisses me off that they can't be formatted and used as cloned backups.
Yup, I can see the Dive in Disk Management. Says it's 'Healthy'. So not being able to format it is a mystery to me.
It is new, and the seller is getting me another.
