Anyone with any balls should be willing to do the same. Overwhelm the
legal system with civil disobedience. The problem is, it's more than
likely you will be fined - via the income tax - than jailed. This
will scare a lot of people. Which is a very good reason to put all
your assets in someone else's name.

I don't think people get sent to jail for not using seat belts or not paying property taxes...... The latter case, the local government just applies a tax lien against the property. The individual might end up losing his property, but that's for another discussion.

because they can't afford to buy health insurance?"If Section 501 of HR 3962 is enforced to how it's written, it amends the tax code to include the uninsured as non-compliant, punishable by fines or imprisonment, per Internal Revenue Code Section 7201. It adds both a tax and a requirement to have health insurance to be conformant to IRS individual tax responsibility.

Looks like the WORST that will happen is that they will be assessed an additional TAX equal to 2.5 percent of their that part of the MODIFIED ADJUSTED GROSS INCOME which is OVER the amount specified in
10 section 6012(a)(1).
For a poor person person without a job is about NIL!
So do you STILL believe a poor sucker who is unemployed and can't afford heath insurance will be put in jail?
