I live here, and lament the passing of Tower Records along with everyone else. Nowadays, I go to Decatur CD -- they have tons of stuff you don't see anywhere else. Two other really good stores are in the area known as Little Five Points, Criminal Records and Wax-N-Facts. Criminal Records has a really tremendous selection of used and new CDs and Vinyl, while Wax-N-Facts is heavier in new and used Vinyl, but with a respectable selection of used CDs. The bonus is that they're about two minutes apart from each other, so you should be able to kill several hours easily without spending much time in that killer Atlanta traffic. Decatur CD is probably about ten minutes East of Little Five Points.

Wuxtry is also in Decatur, and while it's a shabby, shadowy reflection of what it once was years ago, you can still find some pretty cool stuff there!
Oh, one other choice, but it's a bit of a hike North from the Decatur/L5P area, is 2nd and Charles in Kennesaw (my neck of the woods) -- it's really close to I-75, and has a pretty solid selection of used CDs, although it can be quite a chore to look through them -- they're a little organizationally challenged there. The have a pretty good selection of new Vinyl, and quite a bit of used Vinyl, as well as books, video and musical instruments. I really like this store a lot, and I've scored some pretty cool CDs there for not much $$$$.Tom
