$200 might be a little steep for SMGa with delamination--only because a new set of socks (strongly recommended) adds another $90-100 to the bill. If you buy a pair of woofer kits from Sheila that's another $90-100 as I recall. If you do the tweeters while you're in there... that's another $90-100 in voice coil kits.
If all the other wires look good, I would go ahead and re-glue the lifted wires around the tuning button. Lay the wires in a gentle serpentine to take up the apparent slack. It is more important for the wires to be secure than for that small bit to be perfectly centered between the magnet structures.
enough delam other than directly around the tuning disc that the speakers will more than likely be needing a full repair, unless you want to keep doing progressive piecemeal repairs.
