You can use any amplifier you like without fear of damage if you install the protection boards. These will absolutely prevent any over-voltage condition inside the speakers. The speakers like big power amps. With the protection boards you can use the CJ or SS amps.
I have never tried the SWARM(would love to BTW) but have used subs many times with Quads, single and stacked. The stack will produce plenty of bass down to about 40Hz, as much as anyone would likely want. If you need extension below 40Hz then yes a sub will be in order.
The ideal power output IMO, once protection boards are installed, will be in the 50-100 watt range. While the speakers sound lovely with small output amps they will never bloom and sing like they should without some muscle behind them. Stats are stats; they all like power. The ESL is no different.
