Idaho. It's got to be a lot less expensive than California and it probably does have clean air.
I always thought that Detroit would be a good investment, but only if they get their drinking water issues ironed out.

I just spent a week up near Boise. NICE TOWN. Clean. And downtown has not ONE but TWO stores with untapped piles of VINYL. And used book stores to die for. Friendly bunch, and at least ONE world class burger stand.
It is a college town, too. If you must use VA facilities, they've got you covered, too.
Lots of green and running water along with PLENTY of accesss to outdoor activities.
Live in one of the Banana Belts and stay somewhat warmer in winter.
Too much is never enough
Areas needing environ cleaning, but not bad enough or important enough to invest money in those efforts, other than specific pocket locations. I grew up in the Detroit area and have spent much (far too much) time there since. Economically, one can get real estate and cost of living deals, but for quality of living, I'd certainly bypass most any MI urban locales except perhaps Grand Rapids or Kalamazoo, both in the western half of the state. Upstate MI is terrific.
And Idaho is a good idea. Boise is up and coming.
