I'm told by the police that nothing can be done. Even if it could be done the landlord has full control of this situation and can kick me out at any time. I've got no place to go near a city where an apartment is over $2000. This whole thing with dog barking should have been dealt with nationwide a long time ago. People have killed each other over this sort of thing. How dog owners can't see how disturbing barking is to others is beyond me.

You are either embellishing on the truth, or your City management needs to be replaced.
As far as I know, every town, city, county, parish or other local governmental entity has what is commonly known as a "noise ordinance". Further, they all have Animal Control departments/divisions, police/sheriff departments, or Environmental Health departments which address barking complaints. "Nuisance barking" falls under at least one of these areas.
In what city do you live? That makes a difference. If you live in a small or rural town, your town may rely on the county for these services.
The field of animal control is largely populated by leftwing Democrat softie animal-lover career government employees. I know this. They are less interested in the public well-being than in "being kind to animals" and waiting for their retirement income. I know this, too.
Since about the year 2000 especially, the term "Animal Control" has been replaced by "Animal Services". This is typical Leftist so-called "animal rights" claptrap massaging of the language. Are you starting to see what I'm talking about? Like it or not, politics has consequences in daily life.
Google something like "barking ordinance" or "animal control" or your even better idea, along with your city/county name. Boom, it'll come right up.
Secondly, the police are wrong about the landlord being able to evict you at any time. That's total bullshit. You have a lease (don't you?) and the landlord has to have legal cause to evict you. That is likely a 2-3 month process. Here, especially, I suspect that you're embellishing what they actually told you.
Lastly, most dog and cat owners are rude and inconsiderate of their neighbors. Try to have a civil conversation with them about their pet's bad behavior, and you'll find out quickly. Oh, wait, you already know that.
And, as Awe-dee-ophile said: It's not the dog's fault, it's the owner's fault.
On the other hand, if the owner won't train the dog, maybe you have to. But "ultrasonic through-the-wall" isn't going to work, acoustics being what it is.
