I think that has been tried before, it is called the Roman Catholic Church. You know those guys with the golden hats that everyone gets together to wave and pray to.

I already pay about 60% Taxes, that's not my problem to start my own safety net for everyone.

Unless you live in another country. Take what you paid in federal and state taxes, add your local taxes and personal and local taxes. Divide all of this by your total income. There is no way you get above 30%.
3 packs of cigarettes at $14 a pop, $12 tax = $36 a day which is taken after tax income.
You claim to make over $100k. You probably pay 15% federal and maybe 5% state. Your cigarette tax comes to 13% which you could obvously reduce. You pay something less than 10% on whatever else you buy due to sales tax. You are still not at 60%. Not even close. You may need an accountant if you can't do this stuff yourself. As a former smoker, you need group therapy. I doubt you can quite by yourself. The group setting helps. You aren't going to get to retirement at 3 packs a day.
How the hell do you work and get in 60 cigarettes a day. I doubt that you can smoke in your workplace. That's 3.75 cigarettes per waking hour assuming you don't smoke in your sleep. If you worked for most companies, they wouldn't put up with all of your smoke breaks. You need help.
I used to smoke 40 cigarettes a day in the 1970s. We were allowed to smoke in the office.
I started coughing so bad I decided to quit. Joined a group therapy called SmokeEnders, 15 weeks of screwing up our regular habits associated with smoking. By midway 20 of 22 people quit. The rest of the weeks we cried and stormed out and tried to beat up each other. When we finally 'graduated', we were so well brainwashed I never felt like smoking after 1977. Very effective.
I dont see ads for SmokeEnders anymore.

There was a longer post that I guess you deleted. To that, I want you to know that there is no hate. Just trying to keep it honest. I pay hefty taxes too and resent the bloodsuckers as well.
It is what it is and it beats the hell out of some third world places I have had to work in. We don't sleep on a dirt floor with a blanket for a front door not knowing when we will eat next.
We have it good. You have it good. You seem not to know it.
