While I hear the first version several times a day I can honestly say that I have not once come across anybody but you to have used the second, negative version.
Similar to most of the people who left comments on the site you linked to.

Maybe all those responders have dream lives and never are chuffed (ruffled, pissed off by, irritated, agrivated etc) by anything. Their time is coming, you don't get out unscathed.
But it is in widespread general use already. At least here in the UK it is a common colloquialism used to vocalise when you are really rather pleased with or were pleasantly surprised by something.
Myself for example I am chuffed that my kids passed their exams and buggered off to university. ;-)
I enjoy is gobsmacked. At first I thought it described the act of being hit in the face with a dead mackerel....
Provided you didn't see the mackerel coming that is metaphorically correct.
Oh how I miss them....not that they had any mackerel skits, but there was that outstanding parrot thing...
