Today, a caller on Colin Cowherd's show said when he played college football “deflation” was a common practice. It’s done, according to the caller, not to help the quarterback and receivers so much as the running backs. It allows the back to squeeze the ball, which prevents fumbles. Care to guess how many cumulative fumbles the Pats’ top three running backs had during the entire year? “Zero” according to the caller.
The Pats would have creamed the Colts using any sort of football, volleyball or beach ball. The Ravens? That's a different discussion.

Packers quarterback Aaron Rodgers said on ESPN radio in Milwaukee that he didn't like how referees who inspected balls before games take air out of the game balls.
"I have a major problem with the way it goes down, to be honest with you," Rodgers said. "The majority of the time, they take air out of the football. I think that, for me, is a disadvantage."

In a heated room and do so regally, a ball at the margin could go down below the limit and will also go down more at lower temperatures.
Look up tire pressure and temperature. It's not insignificant and could be as much as 10%.
