The article also mentions accusations by the Ravens coach that the Pats used "unorthodox formations," and flouted rules to confuse officials and the Ravens defense. Strange complaints.

Yes they would bring in extra receivers. They had so many that one had to report as ineligible. The appearance though was that the Ravens had an extra receiver to cover which they did not. In the confusion the Ravens had to figure out who NOT TO COVER.
So while technically not against the rules it was a little cheesy and low class in a way but also quite intelligent in another. Clearly the intent was to confuse and it worked and did change the outcome of that game.
This is much different than a lineman coming in and reporting as eligible which is often done.
