As early as the last quarter for the 19th century some realized that this region (half of the continent) could not support large numbers of people-
Because of the relative affluence of the US, we have been spared much of the pain. I am not sure that this will continue to be the case....

The availability of clean water is limited more by the lackies who "plan" and "manage" our water resource systems, rather than water itself.
Water availability in the U.S. is based on ancient concepts: catch and save rainwater in reservoirs, and channel run-off from mountain snow melt.
Yet, experts have figured out how to ship millions of gallons of oil halfway around the globe on a daily basis.
Seventy percent of the Earth is covered with water more than a half-mile deep. Yet, the experts whom we pay can't figure out how to de-salinate, distribute or use it, even though it's the ultimate "renewable resource" which would end the "water shortage crisis".

Maybe not soon enough for some, but San Diego is building the largest desalination plant in the western hemisphere. Not that expensive desalination is a better solution than economical conservation, but here it is...
