NOT indict corporal punishment unless a visible mark remains. A switch is a thin piece of wood, a small branch. It is pliable and can generate a lot of force because of its flexibility. Hitting a 4-year old w/any object is abuse--- mark or not. Different standards, of course, for different ages.
Follow Ups:
I ask because I sat on a Dallas County felony grand jury back in 2005 for 3 months. We heard over 1,500 cases and not a one was for child abuse. I'm guessing what usually occurs, in all but the most egregious cases, is coping a plea to some misdemeanor or another.

Oh come. Assuming the GJ was in session for 90 straight days and heard a dozen cases per day that only works out to 1080 cases.
We met two days a week, Tued & Thur, there was another that met Tuesd & Thur and two others that met Mon & Wed.Lots of felonies in Big D my friend.
98% "true bill" rate.

feelings, there is NO state desire to remove kids or put them up for adoption (or long term foster care). The goal is always to unite the family---- safely.
I honestly don't know the situation in Dallas. I think it's unusual not to have had one case. Sure, plea bargains are utilized, but not one case? Maybe something was wrong with that jury!
I'm surprised there were no child murders in that large a county over that much time. Maybe there were multiple grand juries?
For Dallas county at least, they run 4 Grand juries at a time. We were one of the Tuesd & Thur grand juries. There were also 2 serving on Mon &Wed.Could be other juries got more domestic violence cases.
Edit, change the Mon/Wed/Fri grand jury to Mon/Wed.

Our asst D.A (John Groh), who presented all of our daily cases, told us on day one we'd get the felony prostitution cases (among the many, many, other type cases we got). So it could well be the family violence unit's cases, that the State wanted prosecuted as felonies, went to an entirely different grand jury. I still feel that in all but the most egregious cases they were handled as a misdemeanor.
Altho the pay was crap ($35/day IIRC), I loved the experience (as well as the paid time off from my real job for jury leave!!).

"There were 17 abuse- and neglect-related deaths of youngsters in Dallas County in fiscal 2013, which ended last August. That was a 55 percent increase over the 11 reported for the previous fiscal year."
Sounds like Peterson is receiving proper attention, to me.
