Assuming he emptied his bladder into the reservior (50 million gallons) the dilution would be about 990 MILLION fold! Contamination, really :-)

It's a ridiculous waste.
Birds and animals pee in the reservoirs all the time.
1. Hey, it's Portland. You'd think they'd enjoy a little nature in their water.
2. On the other hand, it's Portland, and some of those nature-lovers get freaked out when they think there's the slightest chance they'll be exposed to a disease.
3. The last thing the water authority wants is for some whack-job nutball to sue them for getting some disease ostensibly from the water. THIS is the REAL reason they drained the reservoir - legal liability and risk management. Mark my words.
Imagine the citizenry's shock when they find out that their tap water used to have poop in it.

So, let's assume the miscreant had a urinary tract infection. He would have 100,000 bacteria per ml of urine or 20 million bacteria per 200 ml void. Dumping that number of bacteria into 50 million gallons results in 1 bacterium in every 2.5 GALLONS of water. Yeah, right you could get an infection from that!More evidence that this country has too many lawyers! We've become risk-averse to a fault.
