If you're going to invest in a LL1660/10mA, which is a very nice idea, then you'd get a better line stage with the 26 in filament bias. The thread on DIY Audio "26 pre amp" will tell you absolutely everything about building a 26 line stage. It's a very long thread, but it's essential reading. There have now been a number of completed projects you can look at, and there are a number of schematics. The 26 is a stunning line stage in filament bias, to the point where it's hard to think of anything better.

I agree with Kevin, I'd never claim that anything is the best even if it is the best I ever heard.
Although I coined the term filament bias and use it a lot too, Regular cathode bias with ultrapath can sound as good.
I prefer the 10Y in ultrapath over the 26 in filament bias. I compared both in the same preamp which is configurable.
In order to perform at it's best the ultrapath cap needs to be of good quality. I'd avoid electrolytics there
