I just was delivered a set of Fostex FE206E drivers I bought off eBay. My problem is they stink like old freakin ash trays. Not only are the nicotine coated, they came with the surrounds covered in what I think is cat hair! Is there any non-destructive way to de-contaminate these drivers? I can't get past the stink to test them out electrically. I have them airing out outside at present. Any help is great appreciated as I was really looking forward to enjoying this drivers.

I can't comment on the cleaning/deodorizing of the drivers but I
can comment on the sound. I have a pair of these, I used them
in a pair of very large DIY back horns. The sound was very good.
But, I replaced them with a pair of FE206ES-R drivers. Wow,even
better, sadly my FE206E drivers ae sitting in there boxes in a
closet waiting to sing again.

With the speakers placed in a box with an ozonater, the smell will be gone within a day.
ForeverOzone http://www.foreverozone.com/ has various size units, I purchased a small water ozonator (OG-1000)that keeps our hot tub clean with virtually no chemicals needing to be added.
After my girlfriend's son stunk up her car with cigarette smoke, the smell would not go away with windows open for days, but after running the ozonator for one night in the car the smoke smell was completely gone.
Ozonators are also used commercially to remove the smell of dead animals.
One cheaper (but less effective) solution is a spray product called ZEP smoke eliminator, but I'd be concerned that it might affect the cone material.
I expressed my disappointment with what I felt was the sellers less than forth coming description of these drivers. To be fair, I suppose, I used to be a +2 pack a day smoker. I quit 31 Jan 2001 and have been smoke free since. I sold gear online back then and I never considered mentioning I smoked like a chimney. It however never occurred to me to ask in 2015. My bad. I just hope he doesn't start badgering me for feedback as soooo many eBay sellers do today.

First I'm going to clean the baskets and magnet structures best I can, though I'm uncomfortable with putting any cleaner on the paper for fear of unintentional destruction. Then I will start the airing out (?) process for a few days then reevaluate and see (smell) where they're at.

What type of cabs are you going to put the Fostex's in?
believe it or not I was/am going to experiment with them as mid-range drivers on multiple driver OB. My current test baffle is GW 18", Faital 10", paralleled FE-103 knock offs and a B&C D32 Super Horn Tweeter. I'm thinking replacing the two 103s with the 206e-----love the numerology !
as you can see I have plenty of real estate for an additional 7" or so hole for the 206e.
currently bi-amped with 300b driving mids/highs and Bryston SS driving bottom.

Ahhh... I did something similiar around '04. I ran my 166e's in an OB, with a 12" woofer ( sorry, the make of them escapes my mind )and just made a simple XO out of some spare parts. Not too bad, most fun I had with my Fostex's were making the BiB cabinets and pushing them with my old Bottlehead Paramours. I still have the Fostex's in some repurposed bass reflex cabs with an old (foster/fostex) tweeter in my garage.
not familiar with BiB cabinets. I have a set of DIY MJK TQWT cabinets built for 206s that currently have hot rodded 8" Altec/Jensen hybrid drivers running with notch filter and EV T-35s on top with Focal Cub3 sub for bedroom system powered by Knight tube receiver. used nightly for classical radio from near-by college station.

Basically Bib's are a MLTL with only one "bend"... easy, fun, great output with a few watts ( used Bottlehead paramours, 2A3 Sets, ~2.5 watts), and I loved the simplicity of the construction. One of the best bangs for my buck in audio. Also, I enjoyed people's reaction from them, they were tall, ~7', had this tiny 6" driver. I would tell them the amount of negligible power being used, their faces were priceless.
Those drivers and the whole single driver/full range phase, resulted in me saving my pennies and finding a pair of Altec 604's. I currently own Model 19's and have been enjoying them for quite some time now. They will be passed onto one of my kids/grandkids.

There are lots of good suggestions among the posts here. I initially thought of suggesting returning them to the seller if the defect wasn't disclosed, though.
However, if you intend to keep them, I was reminded of a friend's experience after a house fire. A few pieces of furniture were 'only smoke damaged' according to the insurance adjuster. My friend eventually hired a private adjuster to rep for him. His adjuster suggested treating the furniture pieces in an ozone chamber - problem solved.
I found the linked site that offers some good suggestions - among which is to remove the source of the stink, and there have been some good suggestions here as to how to do that. Once those have been done, maybe this would help. Good luck!
It's going to be tough to get rid of that stink. Here's some suggestions:
First just let them sit in a well ventilated area for a few weeks to get then initial stink out....
Get a ziploc bag and put some charcoal in there with the speakers. Seal it up let it sit for a few weeks changing the charcoal after a week or so.

If it still stinks after you do all the above, your last resort is to find something like a scented candle that you like the smell of. Stick the candle in the ziploc bag with the speakers and let it sit for a few weeks....it might take over the smell of the smoke.

I always use good old Windex and it cuts the stains pretty well. Spray it on a paper towel folded into quarters until damp or nearly wet, but not dripping and wipe. Then flip the paper towel around to a clean side and spray on a bit more Windex if needed, repeat.
I just don't know if anything will work completely if those cones are paper and impregnated. Airing long enough with a fan should make them tolerable, smell wise.

Bar stink used to be a common problem with carpet covered speakers that spent time in a bar.
Put your drivers in a room where you can crack the windows or in your garage etc.
Then set a strong fan up blowing on them and come back in a couple days and check them. Keep doing the fan thing until the stink is sufficiently attenuated or gone.
The hair you can remove with painters masking tape, it will stick to the tape and come off but make take patience.

I clean with microfiber + water then encapsulate in a shellac mix. Doesn't work with transducers. But does work on most all cabinets including laminate. I could tell when the theater horns are near clean because the smell of ancient popcorn is quite evident. Working on some stinkers today....
You will never get rid of the tobacco smoke stink. Been there.
Note what the feds are going through trying to eradicate the stench in Boehner's office. They're talking about REMOVING the paint for chrissake.
Wash with TSP, prime with Kills, then repaint.
Put them in a box with lots of crushed up newspaper/newsprint - preferably not the glossy ad pages but the real newspaper -
I have used that to deodorize a number of things...
