Howdy,
These kits do not come pre-assembled. Spider/Vc , wires and cone come separately. How do you go around with the procedure? Glue the spider/VC assembly to the cone and route the wires than proceed with re-cone. Or, glue and center spider/VC assembly first into the driver and once is secured proceed with cone and wires (little awkward).
Both ways is doable but the fact that they do not come pre-assembled seems to point to second method (or it's just a matter of convenience for manufacturer )

What if you have a pair of Altecs with Alnicos, but one unit has a greater level of dis-charge then the other?
Is this the reason that sometimes a pair of say, 416's for example,

yes , not matched pair is always a possibility since they were manufactured for such a long time. The option is to send them to GPA for re-charge but it still does not guarantee that TS parameters will match .
Heck I heard that even the new production units have a spread of parameters and published data not always matching the measured one. One just take the chances and hope for the best when you buy a vintage drivers (and equipment in general) If you can measure than there is possibility of enclosure adjustment to match to particular driver.
thanks guys , somehow one can't find that youtube video when needed . Anyway it all went just fine , the real pita was changing cones on old 803A ,I wanted to save original VC to keep them as 803A . 515 rigid paper roll suspension cone appears to have a plasticizer applied . Should I still go with GPA supplied (for 416) silicone surround dope or just leave it as is? Whats your professional opinion?
Please use the silicone surround dope on the cloth surround. Without it air will leak through the cloth surround.
Apply just the right amount. Cut a small hole on the nozzle of the plastic container that comes with the re-cone kit from GPA. Quickly apply a coat and spread a very thin layer with a brush; just sufficient to cover the pores on the cloth surround. Not to worry. If there is in-sufficient dope on the surround, you can apply more after that; say within a couple of minute between the first and second time.
Most recone kits come that way. One exception was JBL MI speakers (D, K, and E series). But alas, they no longer support or offer kits for those.
Shim the coil into the frame
Glue in the spider
Glue in the cone
Attach the tinsel leads
Remove the shim and test
Attach the dustcapWatch a couple of videos first.
