This paper is cited on numerous sites on the internet, but there is a big problem with it. So fare, they are the only group that has had these results. To accept something as scientific fact, it has to be repeatable, and no one has repeated this result. Without repeatability, it is just as likely these were the results of an error in their setup or measurements. I am not convinced.

The NASA tests are (with differing amounts of propulsion reported) a repeat of the Chinese experiment and the earlier English experiment.
The methodologies of all 3 of these experiments have been heavily criticized, and the neither methods, nor the results are identical. They cannot be considered replication. Also, opinions are not all positive (see link). My thought are summed up in the below link, "Extraordinary claims (for instance, that the Cannae drive violating conservation of momentum) require extraordinary evidence." I don't buy it.
