Most minimonitors are are at least 12 inches high. I think if you found something to your specs, they would not sound very good, even if even they existed.If you want a very nice efficient 93db small speaker, I have a pair of Tekton Design 4.5s that I run easily with my 45 and 2A3 amplifiers. They are 17 inches high however. And they sound fantastic. About 90% of what my big Horn System does. They can be had for a very reasonable $300-$500 for the pair.
Here is a picture of one of my Tekton's in front of a Klipschorn Bass Bin. I have fooled people into thinking the Big Horn System was playing, instead of the little Tekton's

Thus making the wee speaker sound larger. I have many loudspeakers in one room more than a few pair of horns if I run one loudspeaker the others also output sound I have to cover them or imaging is a bit odd.
A 45 on a pair of Tektons?

But, if you listen to music with peaks in the mid 80's db, which I do a single driver speaker of 93db can be driven quite nicely with a 45 amp. My room is also quite large 24'x 28'It will not however re-produce rock concerts in your home. Nor, will it produce chest thumping bass. But, if you listen to a lot of small jazz trios and female vocals at moderate volumes, the sound is actually more pleasing than my big Horn System.
I also had a pair of Open-baffle PHY-HP Speakers, (Auris by Musical Affairs) that were also rated at 93db and the 45 amp worked well on those as well.

I expect a system to reproduce the levels found in the front of the first balcony in a 2,000 seat concert hall with an un-amplified orchestra.

This ~95dB full-range Norelco driver had a copper-cap on the pole-piece and sounded quite remarkable in a large shoe-box sized cabinet.As a mid in a three-way design it sounded much better than a Klipsch Cornwall (considering the difference in efficiency).

Just last night I swapped out my 8 watt SE, triode-wired amp for my 1.8 watt Parafeed 45 and had to move the volume control to nearly full gain for my 97dB speakers. 12x15 room.

The 45 sure sounds good, tho'.
The 91 dB TV speakers on top of the subs I wouldn't even think of trying with the 45, the 8 Watt'r has trouble.
