During the great NE (US) blackout 2005 or thereabouts (caused by overloaded line in OH sagging into trees), cell and cable service in my area was gone after 24-36hrs. Cell system had used up battery backup and emergency generators ran out of fuel. Fuel wasn't easy to get at this point. Conventional landline was unaffected during the entire time.
Yes, cell sound quality has improved compared to the early days but is still poop compared to a land line w/quality phone.

I have a large enough solar panel to easily charge some batteries for cellphone or HAM radio comm gear, flashlight batteries, etc. But if we're out of power for 24+ hours I think we have bigger problems than just emergency communications.
I'm thinking no cool air conditioning or furnace heat, no TV, spoiled food from warm refrigerator, etc. We have a gas range plus the BBQ grill out back for cooking, if the food's not spoiled. Our fireplace is gas and can be ignited w/o mains power.
