My shop does both.
If someone wants something shipped internationally? It either goes FedEx, or THEY go someplace else to ship it.
FedEx Shipmanager is incredibly simple to use, and automatically creates the shipping documents you need.
UPS Worldship? An absolute pain in the REAR with all the bits & pieces you need to fill out to generate a valid shipping label & import/export docs.
Don't know what was up with that FedEx location, but I just did some test shipments to Hong Kong - it worked fine & didn't present me with any "drop downs" - Hong Kong doesn't use postal codes, so it is just Blah Blah name at Umptywhatzit address, Hong Kong.

There may be a difference between commercial and residential. I am not a volume shipper and have only sold things occasionally which go to residential addresses. I do not have any FedEx account and do not believe this is necessary for the type and frequency of transactions I may do.
I had tried their online system before going to the physical location. I just wanted to get a general idea of the item's shipping cost. I did get that drop down menu myself. However, I was not concerned at the time because I was only looking for an estimate and thought FedEx employees would know what to do.
As I stated previously, my buyer tried the online system in Hong Kong with the same frustrating result. The clerk was not a new employee. I have dealt with her before for domestic shipments. There was no recourse. I certainly did not want to drive to the UPS location unless absolutely necessary. My business concluded at UPS in less than 20 minutes.
I am not endorsing UPS but FedEx left me no choice if I wanted the item shipped. UPS did deliver on time as scheduled without incident and at the same price as FedEx. UPS did not require me to incur a very expensive cell call to effect the transaction. They knew where to ship. The result was positive without calling Hong Kong!
I surely didn't mean to make disparaging comments with regards to your experience. International transactions can often be quite complicated!
My response was based completely on my location, and my interactions with FedEx and UPS. Were you to pop into my particular shop? The FedEx rate/price and complications of shipping would probably be much less painful than going by UPS. That sounds disparaging towards UPS, but my shipping is probably 70% UPS, and 30% FedEx - I give customers both options, and for international, FedEx tends to be the best service.
Could have been an inadequately trained employee at the FedEx counter.
FedEx is my shipper of choice and UPS is my second. I avoid the USPS unless it's just a letter or a fairly low-value item. In other words, most of my audio equipment buying / selling goes FedEx.
