just wondering who needs to know more; seems like the buyer is more at risk since the buyer is sending the money; so why do some sellers seem so suspicious of buyer's transactions in the past?

If either party is not comfortable dealing with the other then they should not proceed.
A buyer can nearly always choose with who they wish to transact.
A seller can be and is confronted by any number of scenarios. However, it takes two parties to execute a transaction. Neither is more important than the other.

Buyers sometimes like to receive the unit, listen to it then decide it is not for them and want to return it on the seller's dime. Buyer's receive the unit, cannibalize the parts inside and want to return the unit on the seller's dime. Buyers receive the unit and try to return a different unit on the seller's dime. Buyers using stolen or fraudulent credit cards. I am familiar with all these scenarios. And there are more!
And, in the interest of "enhancing buyer's experience", it's all A O.K. with eBay!
