This has been a "bad" scene since eBay brought on Praypal.
I thought the proverbial "monopoly" in business-based practice was illegal?

Monopolies are not illegal. But a company in a monopoly position is not allowed to abuse its monopoly powers to further the growth of the monopoly (e.g. by preventing competition).Paypal doesn't have a monopoly on online payments anyway. But eBay may be considered to have a monopoly or near-monopoly on user-to-user online sales. I agree that it's better for them to be separate companies, but the reasons for this are not monopoly-related.

I wonder if they were told to separate to stop a monopoly ruling. I hope this means that one will be able to use another form of payment rather than PayPal now.

You've always been able to use other payment methods. They banned cash/MO (at least in principle, e.g. you can't advertise it), but you can take credit cards through other methods (e.g. directly, if you have a merchant account, etc.)
Yes - the 2 companies has a monopoly going.
