You say your IP addy is 109.80.110.107 (CZ), but your post traces back to an ISP in NL. And, you appear to be able to post from the latter. Why not just use that ISP?

It's not unusual, for example with Expats, to get a VPN in their home country instead of the one they are residing in, due to Google's direction of websites to users and other issues.
But if anyone travels to a different country and uses a local provider, they get a local IP.
Observe, before you think. Think before you open your yap. Act on the basis of experience.
Lighten up. This was a case of a blocked IP group and likely using an anonymous proxy or VPN to let us know. How we block spam and implement firewalls is not shared knowledge. It works pretty well as we get 100s of attempts a minute sometimes, but it's not perfect.

we'd like to know if he has consistent access to that alternative; in the event that we had to block his 'home' ISP due to issues with someone else, we may need to find a workable solution.
