I cannot verify what the author says but according to the table he posted, the official highest audio bit-rate for YouTube is 384kbps AAC stereo. This is better than the 256kbps AAC files that are offered on iTunes. It is also generally known that AAC compression sounds better than MP3.
On the other hand, "CD quality" is 1411 kbps uncompressed so technically YouTube audio at 384kbps AAC is not on par with "CD quality".
But the author claims that the YouTube audio bit rate is actually much lower. Who knows.

I personally don't think AAC is as transparent as MP3, for a given resolution....
I've listened to several streaming internet stations, many of which offer your choice of bit-rate, MP3, or AAC. I have found that AAC at a given bit-rate always sounds better to me than MP3. Similarly AAC at a lower bit-rate can sound as good as MP3 at a higher bit-rate. Others have observed the same.
I suppose it will also depend on your decoder (player) and how it handles AAC.
