Just one of those obvious scam emails. All the telltale signs. I saw my first 15 years ago. It was a letter then. When my coworker (from Ethiopia) showed me the letter and I saw the handwriting I said it's an African scam letter and it was. I like in this one where the writer says he is fighting terrorism and he also says "can I trust you". Too funny! Here it is:
""Hello Dear,
Firstly let me apologize for my late response to your mail. It was due to my busy task in the military base here. Thanks for your prompt reply to my request; it seems to me that you are a very sincere person,
I am certify with your price. but i do not have time to come and see it for negotiation yet, until they redeploy from the military base soon
I am a Lt (Gen) Joseph Barrett with the United Nations troop presently in Afghanistan but formally in Syria, on war against terrorism. Based on the United States legislative and executive decision, withdrawing troops from Afghanistan. Our mission is to help beef up terrorist targeted states, mostly the United States and the European Union on war against terrorism. On the other hand I want to inform you that i have in my possession the sum of (17.3 million U.S.D) which was recovered on one of our raids in a terrorist Camp in Baghdad but we did not submit all the money to the military authorities, because we seeing it as life time opportunity, And I have my share kept safely in a box and I deposited this money with a Red Cross agent informing them that we are making contact for the real owner of the box. It is under my power to approve whoever that comes forth for this box.
I want to invest this money in your country, in real estate or any other profitable business as soon as i retire from my job, and I will seek for your advice on that, since i am not a business culture person, that is why I have contacted you for assistance to get this project completed in good faith, so I need someone I could trust to channel this box money. If you accept I will move the box money to you, where you will be the beneficiary, I am a uniformed person and I can't be parading with such an amount, I am an American and an intelligence officer, so I have a 100% authentic means of moving the box money to you, through a diplomatic courier service. I just need your acceptance and all is done.
Please if you are interested in this transaction let me know so that I can give you all the complete details we need for us to carry out this deal successfully, I decided to find someone that is real and not an imaginary that is why I went for a secured site where i can be sure that the person is for real and not an imaginary, can I trust you?. Where we are now we can only communicate through our military communication facilities which is much secured so nobody can monitor our conversations, then I can explain in details to you, at the moment I can only reach you through e-mail, because our calls might be monitored by high officials here, I just have to be sure of whom I am dealing with. I will give you 30% of the sum and 70% for me. i hope am been fair on this deal, kindly get back to me with your full information such as:

"My dear Joe:You have no idea how happy I am to hear from you. I'd lost track of you years ago and never dreamed that you would wind up a Lieutenant General. Or is that Lieutenant (General)?
And that raises a host of intriguing questions. Among them: Did you get there via West Point, ROTC, or battlefield promotion? Does "formally in..." mean that you had to wear your dress-parade uniform all the time while there, or were you ever allowed the luxury of slipping into something more comfortable? Am I correct in assuming that you want to retire immediately, given the method by which you acquired your $17.3 mil investment nest egg? And you didn't by any chance get the idea for acquiring that tidy sum from a George Clooney-Mark Wahlberg flick, did you?
I ask these questions, Joe, because trust is essential in any business relationship. If you can answer them to my satisfaction, I'll have a few more to ask you to determine the feasibility of entering into the kind of enterprise you have in mind.
You should know that, especially given the magnitude of the sum you're considering for investment, I would have to consult legal counsel to ensure that all statutory and regulatory requirements are complied with in any transaction we jointly undertake. In my case, my go-to guy is my state's attorney general (who, BTW, I'm cc'ing on this message), so you know that any business we do together will be wholly on the up-and-up. I'm sure that's just the way you'd want it.
I look forward to hearing from you again soon.
Your dear friend,
Don T. Messwithme"

That should be quite effective with wannabe patriots.
A few years ago my hotmail account was "jacked" over one of these things. Nowadays, and since that incident, I use gmail- it does a much better job at filtering this shit.
Too funny.
I would say the broken english and poor grammar would give away the fact that he is not an American. But some of the ridiculous posts I see on the internet would be contrary to that thought. Many bonafide U.S. citizens (born here, not immigrants) can't put together a coherent sentence. At least people that move here from another country have some excuse, and many of them write and spell better than natives.

Don't worry about avoiding temptation. As you grow older, it will avoid you.

The average level of discourse on the internet is embarrassingly bad. And particularly so when you consider that many of the folks who are writing are native born English speakers. And I find the Brits, Aussies, etc. to be far better than Americans when it comes to writing coherently.
We are now reaping the "benefits" of our public school education system...

I get these all the time. If you "bite", the next step will be to get all the information they need to get into your finances. I use craigslist and at least once a week I get a similar email. Do not bite...
If you feel like scamming the scammer, you might get some ideas from the Ebola Monkey Man.
Well, the "hello dear" is the only tipoff I would need, never mind
the email address. Straight to trash. These have been going around
what, 10-15+ yrs.? Why is it news anymore?.
It's not, I posted it for its comedic value only. Do you have a stick rammed up an orifice or something?> Did you not read my first sentence?
Here it is again just for you!

Thanks for adding nothing but hate and intolerance to this thread!
