While Columbo's appearance was outwardly disheveled it's generally assumed by enthusiasts that it was a calculated effort on his part as a misdirect to the suspects he was pursuing.
That being said, yes, he did look in mirrors. In Double Exposure (my personal fav episode) he makes several comments to Dr. Keppel (the murderer portrayed by Robert Culp in a performance that can only be described as *MWUAH*) that he's keeping notes of details about the case that just don't add up on his shaving mirror in an effort to keep them top of mind.
An episode you might enjoy would be "Old Fashioned Murder". Columbo winds up inadvertently getting a haircut and style as he questions a hairdresser. In the following scene he questions a man in a watch shop and frequently admires his new hairstyle in a mirror on the display counter.
