Maybe good planning. With all that heat of mbl systems and may be more systems inside, a fire hydrant comes in handy.

At least, I could only find one small area on the outside which was even remotely warm on one which had been driving its 101E to extremely loud volumes all day. Dubai is the perfect place to sell that MBL gear - lots of folks there who can afford it.

May be deliberately hidden so as to be able to give the mbl buying millionaires heavy parking tickets. Need to finance all those skyscrapers.

Fortunately there may be a fix if it's a standard American made hydrant. Riser kits are available to bring that hydrant up closer to grade. Or at least to a point where it's serviceable. With that said, it's MUCH easier to set the hydrant at the right grade in the first place. Should have been corrected before they poured the concrete.
Remove the grate, route the hose down & back to the plug. Or, more properly, route the hose through the windows of the ubiquitous BMW 8 series or Mercedes, down through the grate, and onto the plug. :)
And leave a foot of the hydrant and the surrounding "pit" there for a massive tripping/falling hazard? If that's the case, the hydrant should be set below grade in a concrete vault of some ilk and covered with a similar diamond plate.
