If I short the inputs of this amp it is quiet, but if I attach any preamp there is excessive noise. Some help for that problem would be appreciated. But, while nosing around in the amp, I see that one one side of the .02 dual cap is grounded, the other side is in action, but the middle leg is not attached to anything. Is this correct in an amp that uses the Curcio quad cap replacement board and the Curcio restoration input board? Thanks in advance for any and all insight.

Hello-
Did that solution work?
I found with my ST70 Curcio mod that I would get a lot of hum unless I twisted the input interconnects together. YMMV.

The brown and green wires with yellow stripes are the center taps for the heater windings. The center lead of the capacitor should be connected to ground and the center tap leads each go to one lead of the capacitor. This is NOT the case in the picture.
