How do I clean the laser on my GoldNote Stibbert CD player? To be honest I'm not sure how to even make the laser accessible for cleaning. TIA for all who help...

Lasers themselves are not usually accesible. However what most people refer to as cleaning the laser is actually cleaning the collimator lens which is part of the optical pickup unit. This part is mounted on a focussing assembly which is very delicate and great care is needed if touched.Some pickup units leave the collimator lens easily accesible e.g. Philips swing arm types. Others are not. It will depend upon the mechanism installed in your Goldnote player. If you can identify the make and type then an inmate may have the information that you need.
It can be easier to use some kind of "insert and play" commercial cleaning device. These were commonplace in the earlier days of optical disc replay. However they are harder to obtain now. One downside to them is they all use a rotating brush or pad and there is a possibilty of knocking the lens away from its mounting.
If you can access the lens then I recommend using lens cleaning tissues and solution as used by professional photographers. I have successfully used both in the past made by a company called Roscoe but I do not know if they are still manufactured.

I've cleaned my laser with a q-tip with rubbing alcohol on it.

These players are difficult to take apart. On top of that the case is glued together, so you run the risk of breaking something.

I think it needs cleaning because out of the blue yesterday the CDP would start occasionally skipping and making a funny noise when playing CDs ---{ which might simply be a by-product of the actual skipping itself }--- and I'm the type of person who likes to look at the simplest problems first and one-by-one eliminate them as I move on to more difficult issues that might be causing my problem! Obviously a dirty laser would be the simplest problem that might be causing my CDP's present issue of occasionally skipping, no?

Dirt could be the problem. I would see if you can get a CD laser cleaning disc first before trying to get at the laser.
