This is a Marantz RC5000cd remote. Why all of a sudden would this happen to all buttons?? Any remedy? There is one screw in the back so it should come apart. There is a RC4000 on ebay that looks the same?? Thanks, Tweaker

Well just so everyone doesn't think I'm a complete idioti I measured the batteries at 1.5V so I didn't change them. Just to humor jygesq I measured some new batteries at about 1.64V and guess what, it now works. Who a thought. Such a little difference in voltage. Thanks bro. Tweaker
A volt meter does not work as a battery tester. It puts no load on the battery and as you found out a new good battery measures higher.

You have to load a battery to get an accurate indication of its charge. I have a special pair of leads for my multimeter that contain a load specifically for measuring batteries. It doesn't require much of a load. I use a 680-ohm resistor across the input of the multimeter.
If it is lack of continuity, you can by the stuff in the auto parts store that is used to fix rear window defoggers. It is a conductive silver paint.
