Try asking the seller?From what i gather, the FE modules are used, retired from telecom equipment which possibly 10years of usage.
Rubidium modules have a finite life span and my guess is that it may have had it's day.
They sell used on ebay for $100-200, a new one would cost much more.

Yes, it could well be that the module has had its day. May well replace it with another used one. Let's see what the repair guy says.
The FE rubidium module needs 15v of power, as you have checked that the power supply indeed is not blown, there is something wrong wiyh the module.
The sure sign that modules no longer lock is a common sign that the module is worn and reached its end of days and can no longer output a stable frequency.
You could just buy another same module set to 10m and replace the old one. If you get 2 years of use for $200, it has paid for itself, if lucky you may come across a low mileage lab specimen which may have much more life in in but probably needs very specialised lab equipment to test its output, hence possible lifespan left.
