MAYBE, just Maybe, if the cord is MISWIRED with a Hot / Neutral swap, that'd do it?

No it wouldn't. Folks in Europe who use the schuko plug have no way of knowing whether they have plugged the plug in the 'correct' way round, as you can put it in two ways. Effectively the same as a hot-neutral swap. And I can tell you that although there are subtle differences, you surely don't get hum or buzz.
All it takes is a cheap multimeter to figure it out. Surely easier than grumbling about it on a forum, no?
