I should have been more clear.. it is for my phono stage. I was thinking that maybe I am not getting much bass from my records because I do not have enough capacitance between my high-output, Shure V15III cartridge my preamp.

What phono stage are you using. Also table set up can affect bass response significantly.
It doesn't sound like a cable or capacitance issue.
I am using an Audio Research SP8 MkII (which has low pf capacitance) with a high-compliance, Shure V15III. The SP8 has just come back from Audio Research, where it received all new capaciters. It used to have big, orange Sprague caps, but it now has Nichicon caps. I wonder if that could be the difference?
I have been told that the problem with the weak bass could perhaps be because I am not using Sound Anchor stands with my Vandersteen 3A Signatures.

Hate to tell you this, but it could be all of the above.
The caps may take some time to break in, the Vandersteen's may not be set up right. You might try some tonearm adjustments. Right now you need to narrow it down. Do you have access to another phono preamp? Did you have this problem before the ARC upgrade? Have you made any other changes at the same time as the ARC upgrade?
If you had good bass before, you'll need to backtrack.
Still unclear on what you are asking.
If it is cable capacitance ...
then capacitance will only effect HF.
If it is the coupling cap of phono stage output ...
then higher capaitance will improve bass.
Use C = 1 / (2*Pi*F*R)
F is usually 2Hz on a phono stage
R is the total resistance to ground
(Output R in parallel with next stage's input R)

I have often read that capacitance can effect high frequencies, but does anyone know in what way it affects the sound? Does it make the sound shrill, dull, etc.?

The capacitance of the cable forms a RC HF filter
with the output impedance of the driver stage.
It will limit the HF extension so less highs
which can make the sound duller but more likely
the soundstage will not be as clear.
