Shielding detracts from the performance of most speaker cables. Even if the cable is shielded, it will suffer from RF resonances. The R-C filter can help to damp these resonances and improve performance with most amplifiers. There should be no problem using the R-C filters in conjunction with the Anti-Cables.
As I understand the EconoTweaks R-C filter, it uses a capacitor with multiple sections. Thus, I would not dismiss it as inferior to a DIY multi-section filter without careful listening tests.
