I finally brought the pair upstairs late yesterday afternoon, and hooked them up noticing the slight hum from the speakers without any source going through them. No problem since that seems to be the norm. I wasn't able to listen long due dinner, tired, family stuff, etc... maybe an hour, so I went to power down the amps first.I reached and switched both amps off at the same time, and 2nd amp maybe a high screech sound that seemed to get louder, then fade as the power dissipated. This morning I thought I'd have a second go, and when I went to power on the amps, amp No. 1 came on fine while the amp No. 2 came on with no problems then the screeching began.
I went down stairs to take some readings and found everything to be somewhat OK. Readings from B2 and B3 were ~208 instead of 185 and 188. I went and switched the 12AT7 with another good tube, and the readings were close to the same. I took the amp back upstairs from the basement and hooked everything up, powered the amp back on, and the screech was still there.
I swamped 2A3's and had the same result. Now, during construction of the 2nd amp, the bolt that came loose on the powersupply that has the solder tab. Check out this link called Powersupply Bolt.
Should I replace that bolt, or is there something else the matter? I can provide any other information that's needed, just please tell me what it is in simple terms cause I'm not as knowledgeable as most here. Thanks to all who may reply.

Check your ICs. It happened to me too. I found that it was due to poorly fitting RCA jacks. I threw away those old ICs and found a better fitting pair. No problem since then.Gregg

I don't have the C4S version of the snubber drawn on the web site right now. I'm lucky to find time to sleep lately.
... mine too are still non-C4S'd.I have some rather flimsy I/C's made with magnet wire. I suspect the screech -- which was WICKED nasty on the Cornwalls :-) -- may occur when the amp in question's input is open-circuited or shorted... Based on experiences I had when we origianlly built the amps, I suspect it is the latter. IIRC my amps never liked having the input shorted (e.g., for hum/noise measurements) when we were testing them.
The amp that has screeched also has a slightly audible buzz (not hum, if you know what I mean). Could well be poor lead dress or cold-solder joints... the problem is, the dang things sound so good that I don't want to take them down, even to install the C4S's... I'm afraid I'll muck something up and lose ground on a very good thing!

I've tried swapping tubes but not the IC's. Tonight I'm going to try hooking up my ST70 just to make sure that it isn't the Foreplay causing the squeech. Thanks for the help Mark.
Check out the ohms listed on my Paramour page.Because the screech occured after you removed power, I doubt it is the transformer. Try removing power again, this time pull the plug from the wall socket to be sure.
It sounds like you have an oscillation occuring. Check your C4S wiring and solder joints. A B9 to ground filament snubber may also help.
Both amps are non-C4S's so far, but I'll reheat the joints and check out your filament snubber too...
