'JAN' designates Joint Army Navy, so these were, I assume, made OEM for the military by the big tube makers on those juicy contracts. I've seen the JAN label on Sylvania- and RCA-branded tubes, I don't recall seeing it on "GE tubes" though (but from my understanding RCA and GE labeled tubes were often made in the same factory).
