Sounds like a ground loop that is killed when the Pre- is powered -
not knowing the pre- or it's circuit I can't say why- but it does not surprise me
Do your MKIIIs still have 2-prong plugs?

Recommendation:
Preamp ON first.
Preamp OFF last.
Something about the switching circuit leaving the PREOUT ungrounded until the relay kicks in. Seems like a stupid design, but everything else works, so I don't know.
Maybe the preamp is acting like an antenna when it's turned off. It might be picking up the magnetic field from another component's power supply whereby turning it on grounds the input to the amplifier and eliminates any inductive coupling. Normally you would always want to turn on the preamp first to prevent sending turn-on transients through the speakers.
Good luck,
John Elison
