So I take it you have some sort of out board meter to measure the power? If you are relying on each amps internal meter don't assume they are accurate.What speakers do you have and what is their DCR? What taps do you use on the tube amp? I assume it has various taps.
There are many things like amp gain, sensitivity, input impedance and others that can make amps sound different as well as the amps design. Then theres the fact one amp is likely better suited to your preamp based on numbers. Tell us more about the gear and what you used to test the power level.
