What Caucasian Blackplate said. The solder is supposed to flow through and be visible on both sides.

I know what solder is supposed to look like.
That said, it sounds like this is a picture from the internet otherwise you would be able to how us what the other side of the board looks like. :-)
My guess is that the board was flowed before the tube sockets were installed, thus no solder on the tube sockets.
Seen some pretty sad automated solder jobs since the RoHS came into being but would be very interested to see what the other side of the board looks like.
And how it sounds!

Sound is pretty good...not reference level but close enough to give many high end brands the sweats. I am still running the thing fully stock so it does have some pretty crappy input and rectifier tubes but the output tubes are pretty good Electroharmonix 6550s. I will replace the rectifiers and input tubes with NOS and later maybe modify it as per the Lampizator's mods.
