Heatsinks are heavy, cost money, no fan, no deal.
Behringer, Peavey, Crest.
Crest sounds the best (compared with Behringer, not Peavey).

IR may or may NOT sell you a 'reference' board.
Than it's up to you to DIY the case, power supply and various connections.
Too much is never enough
Looks like the PV doesn't have any heat sink and would be hard to add one too. But may have parallel output devices.
300-350 is cheap. The Chinese amp would be decent if it used 80V rails. That would have nice headroom for home use.
