are the SE transformers rated for ma. conservatively or is this a target value?

The rating that is given is approximately 55% of saturation. I would call this a target rating. Of course you can use the transformer at a current lower than that given as a rating, but higher will put you at risk for saturation in heavily recorded bass lines.
