Use a Multi-meter's resistance check in Continuity mode (set meter to its' highest resistance setting) to test for inter-element shorts. If there are no shorts, the tube may be safely inserted in an amplifier without incurring damage; the amplifier itself can access the tubes' fidelity in-circut (which, BTW cannot be checked by a tube tester).
