Charlie,
You may have not gone wrong at all.
Don't worry too much about the voltages being high until you sort that EL34 bias issue. Check all the resistors in the bias supply right back to the EL34 grids. Did you change the bias supply filter capacitor? If you used a higher capacitance value than previous you may need to change a resistor value to be able to get the bias voltage down. Once you start drawing correct idle currents in the EL34s then the voltages will drop.
