I can only comment on Terrance Blancard and the Weather Report CD. I've got one other CD by Blanchard called 'The Heart Speaks' from 1996 on which he collaborates with Brazilian singer and composer Ivan Lins. This CD too is highly produced, although Terrance does occasionally show that he's got some real chops on his trumpet. I'm afraid it's going to my local used CD store soon since I just don't listen to it much. As for the new one, I probably won't buy it because I'm in a seemingly tiny minority of listeners: I just can't stand Diana Krall.

I've been listening to Heavy Weather ever since it first came out in 1977 (?). For me it's lost a lot of it's interest even though I bought the SACD and have enjoyed listening to it. Black Market is much better, but maybe that's because I haven't been so over-exposed to it. Heavy Weather probably is a precursor of the smooth jazz plague, but when it came out it was a hot new sound. It's probably still more interesting than about 80% of current jazz releases.
