If he's making claims in an advertisement which crosses state lines, a competitor can file with the Federal Trade Commission to have him subtantiate his claims, cease and desist or face a lawsuit.
However in a private newsletter, you can probably get away with whatever you want. Though the newletter could probably easliy be argued to be an international advertisement.
In editorial content, it's free speech, but you can't go around divulging trade secrets.
