You seem to be having a significant problem with IGD these days. I don't remember any of that sort of problem when I visited you. Is this something new?
If you want to level your cartridge, you need to adjust the headshell mounting surface to be level with the vinyl surface. In other words, the top of the cartridge body and the underside of the headshell should be level with the record playing surface.
If you continue to experience IGD, you have something seriously wrong. I don't believe IGD is caused by incorrect VTA or incorrect alignment unless your cartridge is terribly misaligned. I've been playing records for more than 40 years on high-end turntables and I've never been bothered by IGD.
